PCS believes that the most critical period of development for a child is during the initial years of life. It is when physical, intellectual, and emotional components are all in basic developmental stages and most susceptible to environmental stimuli. Therefore, early diagnosis and intervention services are essential for infants and toddlers to minimize the effects of their condition.

PCS understands the critical and most influential role of the family in the development of a child. Therefore, PCS acknowledges that the child's most valuable resource is her/his family; and intervention services are created to assist in developing that resource to its greatest potential but not to suplant critical family participation. For this reason, PCS clearly views its role in applying intervention strategies, to address the child in the context of her/his family and not solely as an individual.
